Shocked, I tell you.  Who would have thought that a rubber, inflatable dam in the middle of the desert would eventually fail?  Catastrophically?<\/p>\n<p>When the dam was installed over ten years ago, I remember thinking to myself &#8220;What kind of idiot would use a rubber tube in the desert to hold back water?&#8221;  Then I remembered it was a government project.
