Seems that here in Arizona, if you don’t use as much of a utility as you used to (that is, you conserve and don’t ‘waste’ a precious natural resource) then the Utility Companies want to make sure that you still support them in the manner to which they have grown accustomed. They want to ‘de-couple’ the utility rate and the maintenance cost – essentially charging you separately for the delivery of the utility – so they can maintain their profit margin infrastructure. You know, like you and I can ask for a separate amount from our employer/investment fund, without affecting our basic income, in order to maintain our home.

That works, right?

Far be it for me, a simple American with no economic training, to suggest that perhaps the utilities should look at reducing their operating expenses with judicious cuts to their overall operation …

Funny how the problems of the nation are reflected in each and every level of government control.
